When community deterioration has taken place, and social cohesion and collective efficacy has broken down, what concrete changes would need to take place for everyone to recognize that things are better and law enforcement can "back off" from the zero tolerance policing that might have once been necessary? And, given that those most likely targeted for policing based on Broken Windows Theory (disproportionately higher numbers of people of color, lower income citizens/homeless, immigrants and the mentally ill) may not always conform to mainstream norms, values and behaviors, how likely is it that this would take place?
