My initial assignment was as the Training Manager for the Immigration Detention Center in El Centro, California. Remember that all detainees at this facility were being detained for immigration violations. The way the facility ran, twice per week each barracks were allowed an opportunity to go to the processing department to buy phone cards. This was called the phone card detail. This facility also fed detainees in a chow-hall setting. One day, a particular barracks was scheduled to go on their phone card detail; however, things had gotten backed up and this barracks' feeding time was quickly approaching. The Detention Officer in charge of the barracks told the detainees that it was too close to their feeding time, so they could not go on their phone card detail. If they threw off the feeding schedule, it would create problems throughout the facility. The detainees got very loud and were very unhappy with this decision. They started a disturbance and the Lieutenant responded. He backed the Detention Officer and told the detainees that it was too close to feeding and if they were late for dinner, it would affect the entire facility. The detainees got aggressive and the Chief of Security was called. He was a Major. The Chief backed the Lieutenant and the Detention Officer and told the detainees that it was too close to feeding time, but he promised that the detainees would be able to get their phone cards first thing in the morning. Well this did not satisfy the detainees... and they started tearing up their barracks and were on the verge of a full scale riot. At this time, the SDDO arrived. The SDDO is an ICE official, not a contractor, and is the 2nd highest ranking person in an ICE facility. The detainees explained what they were creating a disturbance over... the Chief of Security told the SDDO why the detainees could not get their phone cards. At this point in time, the SDDO said "Give them their phone cards." Conduct your own research and answer the following questions: Was the SDDO's decision right or wrong?
