When the framers of the Constitution created the system of federalism, they had in mind that the states would be responsible for some aspects of governing their residents and the national government would exercise control of the same group of people in other areas. They believed that major issues would be addressed with the power of the Supremacy Clause of the Sixth Amendment to the Constitution. Statesdidn'talways agree. The concept of states' rights developed. In addition, states held reserved powers to regulate, certify, and direct activities to maintain the health, safety, and well being of the states' residents. Thus there is sometimes a tug of war over who has rights to take their own path and who has the responsibility to do take actions to solve problems. We will address this reality in a variety of ways during the course.
This discussion forum will contain two parts.
- Firstly, go onto the Internet and research how several states address a specific issue such as capital punishment, gun control, taxes, health care, abortion, educational standards or the like. Select at least five states, varying in size and region. produce a chart or summary so you will be able to attach your information for your classmates to review.
- Secondly, identify two issues which call for national consistency and actions requiring the force of national supremacy, and two issues which exemplify the positive aspects of diversity and creativity of different states and their residents. Make sure to explain why you chose the ones you did. These may duplicate or differ from the "chart" topics.
