When the Procurement Buyers faxed completed purchase orders form(s) to the appropriate supplier, they never specified a delivery due date or if the order was a rush order. The Procurement Buyers generally did not communicate with suppliers regarding preferred order shipping methods or special packing and labeling requirements. Procurement Buyers only communicated with suppliers to complain that the suppliers had late deliveries or the order was wrong or damaged on delivery. Suppliers voiced common complaints that University Procurement Buyers did not respond to calls seeking clarification of numerous orders on a daily basis which added to the processing, handling, and delivery time. Receiving orders from the Supply Chain Department and directly from customers/requesters also complicated the processing of orders for Suppliers. Suppliers also complained that invoice payments were continually late and that questions about invoice status went unanswered by accounting and the Supply Chain Department. This resulted in an adversarial relationship between the University and all the suppliers
