While most states have some sort of committee that reviews rules, to my knowledge only a very few have a JLCAR with as elaborate a procedure as New Hampshire, and in particular with the ability to effect rules through objections in the way JLCAR can. I have two topics for discussion:

1. Do you think New Hampshire's Administrative Procedure Act http://www.gencourt.state.nh.us/rsa/html/lv/541-a/541-a-mrg.htm .) works for rulemaking? What would you change if you could, and why?

2. Does JLCAR exercise effective oversight over administrative rules, and if it does, what powers do you believe allow it to do so?
