While substantial changes in departmental practices proves a difficult endeavor for most, the Memphis Police Department have succeeded where many others fail. The original plan for this change was conceived to facilitate "better practices" within the department. Policies were updated, training regiments were more strict, and background checks were heavily emphasized. The process was quick, lasting only 24 months; largely attributed to by its new police chief. references
