Why there is so much debate about the complexity of ethics in the public organizations. One of the best way HRM could use to solve an ethical issue is to use the standard common sense which is the same for all individuals and does not change over time. Using the common approach, you can solve any ethical dilemma arising in any organizations, including the public ones".

By reviewing carefully Table 1 in Svara (2014), select at least one item in the Personal Integrity standard, then discuss how this item has changed between 1994 and 2013.
