This is a great question. I experienced this in a large event I was planning. There were people on the team that understood how I led and how things were to be done (they knew what their function was and what was expected of them). However, there were two new people that were not familiar to my leadership and needed more guidance on what to do as well as they were not quite sure how things work. At the end of the event during debriefing, they shared they felt things were unorganized. I was not receptive to the description of unorganized, but I was more receptive to chaotic. At first, I spent time offended and annoyed but later I realized that there are ways to streamline things even in the natural level of chaos. I accepted the feedback and opened dialogue for additional feedback with suggestions by asking, "what would you have done differently?"
