With regard to recovering from the economic damage done by COVID, more government efforts are being debated. The recently passed American Recovery Act, and bipartisan infrastructure bill were just the beginning. Now we are debating the "build back better" bill involving more trillions in human infrastructure work, climate change abatement work, job training, etc. For the sake of discussion, let's assume that everyone has an mpc of .8. Let's also assume this bill would cost the government 2 trillion dollars. Another option would be to forget all that and cut taxes 2 trillion dollars instead. That would also cost the government 2 trillion dollars in lost revenue. So the effect on the government budget would be identical, but think about the two multipliers we now have, and then tell me which option would have the stronger impact on the economy, and then explain why. Use the numbers I gave you to calculate the differing multipliers and hence the differing impacts.
