With that, attorneys from the U.S. Department of Justice National Security Division got to work preparing a FISA application to target Briben with listening devices hidden in his home and office, both located in Seattle, as well as wiretaps on his phones. The surveillance application noted that Briben may be involved in a number of federal crimes including espionage, conspiracy, computer fraud and abuse, and treason. The FISA Court promptly issued an order authorizing the requested surveillance. An elite FBI covert entry team infiltrated Briben's home and office and planted the bugs that same night. Unlike Briben, Stephens wanted to win the election, so he cut his own deal. He set up a meeting with Detective Mat Ketchup, a corrupt cop in the San Jose Police Department. For a substantial sum of money and free food for life Ketchup agreed to install wiretaps and pen registers targeting each of Stephens' political rivals. Detective Ketchup wasn't sure how he would pull this off: he wasn't keen on shimmying up a telephone pole; on the other hand, he figured he could forge a judge's signature without too much trouble. But reality caught up with Ketchup long before he could pilfer a pen, pen register, or wiretap device. He wore a wire to his meeting with Ketchup, who was arrested and charged with conspiracy, honest services fraud, and several counts pursuant to ECPA. Citing unnamed sources, the New York Times reported that the bulk of the evidence leading up to Briben's arrest was based on national security intercepts of Briben's conversations with Russian intelligence operatives. The special agents who arrested Briben used EnCase to crack the password to his laptop immediately upon detaining him. They could not get into his iPhone at all, however, so they seized it for forensic analysis at a later date.
