Workers are said to be underemployed if:

a. they are employed but are still looking for jobs in other fields.

b. they are not motivated enough in their current occupation.

c. they are underqualified for a job but are still employed due to a shortage of better workers.

d. they are overqualified for their jobs or work fewer hours than they would prefer.
