Would you please check my opinion on the news article website below? I feel like I am missing something.
In my CRJ class I have learned about the War on Drugs to combat the proliferation of drugs in this country.I have also learned, our public policies, particularly criminal justice policies, have resulted in many negative unintended consequences and no measurable benefit. If anything, our drug problem has only gotten worse. But is it a criminal justice issue, or is it more of a health policy issue?
Here is the news article I am to answer the above question to:

Here is my Opinion:
In my opinion I think that the drug policy issue is a health issue and not a criminal justice issue. I also think that drug policies make drugs more dangerous. When narcotics are illegal, the government is unable to impose quality, purity, or potency requirements. As a result, illicit drugs are frequently tainted or very strong, resulting in sickness and death among those who take them. Intravenous drug users have been known to get HIV by unsterilized needles. Drug users, on the other hand, exchange needles because laws forbidding the possession of drug paraphernalia have made needles rare. As a result, these laws essentially encourage pandemic sickness and death. In New York City, more over 60% of intravenous drug users are HIV positive; in Liverpool, England, where clean needles are easily available, the proportion is less than 1%.
