LL. You are a lawyer who represents tenants in disputes with their landlords. This morning, a new client named Clive Oliver met with you about ongoing problems with his landlord, Neil Jackson. Mr. Oliver lives in a one-bedroom rental unit located at 555 Maple Street in your city. Mr. Oliver has lived in his apartment for one year. Over that period of time, he has experienced recurring problems with his unit, such as dripping faucets and clogging sinks. The lights in the hallways of the apartment building are often burnt out, which makes it difficult to see after dark. Mr. Oliver has spoken to Mr. Jackson numerous times over the year to fix these problems, and Mr. Jackson has usually come to make the repairs after several weeks and numerous phone calls. Last week, a new problem arose in Mr. Oliver's apartment-insects infested the apartment. Mr. Oliver does not know what type of insects they are, but he told you that they are everywhere-in the kitchen, in the bathroom, in the bedroom, on the walls, ceilings, floors, and in the cabinets. Mr. Oliver talked to his neighbours, and they told him that they were having the same problem with insects in their units. Mr. Oliver has left over a dozen messages for Mr. Jackson, but Mr. Jackson still has not done anything about the insect problem. Mr. Jackson keeps saying that he will look into it. Mr. Oliver contacted a pest control company and was informed that the entire apartment building would have to be fumigated to keep the insects from coming back. Mr. Oliver is frustrated that he is not getting anywhere with his landlord and has come to you for help. He wants you to write a letter of complaint to Mr. Jackson that addresses his legal duties as the landlord and the rights of the tenants in the building. Mr. Oliver also wants you to advise Mr. Jackson that you will take this concern to the Landlord and Tenant Review Board if the problem is not addressed immediately and what the review board could order as a result.
