This problem comes with several consequences, but what factors are playing a role in the prevalence of this problem? To solve this problem, we must first clarify the factors that are causing increased caseloads. In this case, the factors and the consequences are very similar. It is sort of a "which came first, the chicken or the egg" situation. Increased caseloads are impacted by high turn over rates in the field of social work and poor outcomes. While caseloads may be increased because of these things, high caseloads also have potential to cause these things. To solve this problem, the main contextual factor that needs to be addressed is the government's role in setting restrictions on caseloads. This is a very complex problem that I believe could be managed with more oversight and restrictions from the government
