write about the effectiveness of restorative justice programs with offenders, and write a statement about the problem with some statistics and details about the problem, from scholarly publications (could also add news articles and public concern but document and provide evidence of the problem with statistics and scholarly research). About 1- 2 pages.

In addition (not counted in the 2 pages) provide an annotated bibliography using 8 sources (at least 4 of the 5 should be peer-reviewed sources) about the problem and some sources that address solutions.

In-text and fullcitations must be in APA format.
