The Land Zoning Administrative Agency, (LZAA) a federal agency, hires a general contractor to remodel the main entrance to the building. The LZAA is located on federal property. The general contractor drafts a design for the entrance that includes various symbols such as the American Flag, the Statue of Liberty, a statue of a crucifix (a representation of a cross with a figure of Jesus Christ on it), the Bald Eagle, and a statute of Martin Luther King Jr. The draft designs are approved by the LZAA and the new entrance is built. After the main entrance opens to the public, Chen, a concerned citizen, brings a lawsuit against the LZAA in Federal court that the new entrance remodel violates the constitution.
