You are a detective assigned to the city police department's Robbery/Homicide Unit. While at your desk at 12:45 hours, you receive a call from Dispatch about a bank robbery that just occurred at the U.S. Bank, 1965 Diamond Blvd. You are requested by the patrol sergeant to respond to the scene. You respond to the bank and arrive at 12:51 hours. You park your car in the neighboring business parking lot and walk to the front door of the bank. You note the following:

Officer David Rossi is standing at the front door. He was the first officer to arrive on scene. He told you that the robbery occurred at 12:38 hrs. Dispatch received the 911 call from the bank manager at 12:40 hours. Officer Rossi's arrival time was 12:43 hours. You later confirm this with the CAD (computer-aided dispatch) call log. The lone suspect had fled the area and was last seen running into the Willows Shopping Center, west-bound into the alleyway next to FuddRuckers restaurant.

Patrol officers have established a perimeter that includes Hwy 680 and Sun Valley Mall. Officers are conducting a ground search, which includes a K-9 search and the use of the CHP helicopter. The suspect has not been located so far.

You notice that the front doors of the bank are not secured and two customers are trying to enter the bank. Two other officers, Officers Davis and Brown, are inside the bank interviewing the teller and manager. One other teller and two customers are inside the bank. The manager is in the process of pulling the surveillance video. The FBI is also responding to the bank.

You immediately have Officer Rossi secure all sets of doors and secure the scene. You make sure that the entry doors and teller counter surface and glass where the suspect stood are protected and not touched. CSI has been requested to respond to the scene.

U.S. Bank, located at 1965 Diamond Blvd. is a single level, single business building. It is located at the front property line of the Willows Shopping Center, directly adjacent to Diamond Blvd. One other bank, Bank of the West, is located right next door, directly to the North (at 1969 Diamond Blvd.) The U.S. Bank building has the main entrance door's facing South, where the walk-up ATM is located. Additional entry doors are located on the North side of the building. There is a banking drive-through lane on the East side of the building, abutting Diamond Blvd.

Officers Davis and Brown exit the bank to speak to you. Both provide a summary of what they had learned from the employees and the customers inside the bank: A lone suspect entered the bank through the South side entrance doors. An aggregate description of the suspect was as follows: White male, 25-35 years old, 5'-8" tall, 160 lbs, brown hair; he wore a green floppy fishing-style hat on his head and he had a black cloth Covid-type face mask covering over his mouth and nose; his clothing consisted of green military style long sleeve shirt and utility pants, black tennis shoes, and he carried a blue "Adidas" logo backpack. One witness described the suspect as 6 feet tall and wearing brown boots. The suspect appeared to have a large tattoo on his right forearm of a dragon or similar, dark in color.

The suspect waited in line for an open teller. There were two customers in the bank at the time and two tellers were located at the front counter. The bank manager, Ms. Brown, was seated at her desk in the main lobby when the robbery occurred and she stated that she did not see the suspect or witness the robbery. The suspect approached the victim teller - Veronica Bradley. He immediately handed her a hand-written note. The note said, "This is a robbery. I have a gun. Give me all of the money in your drawer and I will not shoot you. If you don't, I will shoot everyone in the bank." Ms. Bradley did not ever see a gun. She handed the suspect about $4500 from her drawer, which included 1's, 5's, 10's , 20's and 100's. This also included a "bait-pack" of pre-packaged bills, which included a GPS transponder. The GPS transponder is activated when it is removed from the drawer. The suspect took the money and put it into his backpack. Ms. Bradley saw the dragon style tattoo underneath his long sleeve shirt as he moved his right arm to load the money. The suspect was not wearing gloves. He put the backpack over his shoulder and walked back to the South side doors and exited the bank.

As he exited the bank, Ms. Bradley yelled out to Ms. Brown that she had just been robbed by the suspect. Ms. Bradley activated the silent alarm by pushing the button at her station. Ms. Brown telephoned bank headquarters in San Francisco that she had been robbed per their bank policy. She then called 911 and talked to the police dispatcher.

An ATM customer outside the bank told the employees that the suspect ran west-bound through the parking lot and entered the alleyway next to Fuddruckers in the Willows Shopping Center.

Ms. Brown and Ms. Bradley would be conducting a final tabulation of the stolen money but were relatively sure it was $4500. Susan Crandall was the bank teller working at the station next to Ms. Bradley. She was dealing with another customer and said she looked up to see the suspect entering the bank from the South side entrance doors and she looked up and saw him again as he waited in line. She did not see him taking the money or leaving the bank.

A GPS transponder was given to the suspect within the "bait-pack." At 12:42 hrs, Dispatch notified patrol officers that a transponder signal was located and it had stopped moving on the Northbound on-ramp to Hwy 680 from Willow Pass Rd. One of the patrol officers located the transponder by itself on the side of road, with no money attached to it. That area was clear of persons or evidence.

You hear on the radio that patrol officers are ending their ground search for the suspect and he was not located.
