You are a financial advisor for the Department of Health (DOH). You provide financial advice to a number of program managers and the addictions program is in your portfolio. Addiction is on the rise and has become an important priority area for the DOH. Accordingly, the department has revamped its Addictions Strategy in an effort to make addictions treatment more effective and efficient.

Private not-for-profit recovery and safe living houses have always been important partners for DOH in addressing addiction. In particular, long-term recovery centers (those with programs lasting 12 to 24 months) are receiving increased attention for their success in addictions treatment. These programs aid residents in their recovery while simultaneously helping them improve in areas such as education, employment, healthy living, and financial management and so on. There are 10 long-term recovery houses in the province. Historically, available funding has been allocated to these centers, pro-rata, based on the number of available beds at each facility (judged to be a proxy for a facility's size). As the Addictions Strategy was rolled out, it became apparent that this method of funding allocation did not support DOH's effectiveness and efficiency objectives. Accordingly, the addictions program manager developed the following criteria for long-term recovery centers:

1. The recovery house should be used to its utmost capacity.

2. Residents should benefit from the treatment program(s) offered.

3. Treatment program(s) should be of a high quality.

4. The facility should be financially stable.

5. The facility should be backed by community support.

Going forward, each of the long-term treatment facilities will be assessed based on these criteria and resulting performance scores will be factored in to funding decisions. The addictions program manager has asked you to devise performance measures that can be used in the assessment process.
