You are in the Attorney General's office in one of the five states that has not joined in the antitrust lawsuit against numerous drug manufacturers. Those 45 states have brought suit against 20 drug companies over drastic increases in the prices of generic drugs alleging a conspiracy to jack up prices and divide up markets to limit competition. Executives at these companies had a form of shorthand to describe how they conducted business. The "sandbox" was the market for generic drugs and everybody was expected to play nice. "Fair share" described dividing up sales to insure each company reaped continued profits.
