You are the new Director of Criminal Justice in Smithville. Smithville has had financial problems, since the steel mills moved out completely, almost 20 years ago. It has also had problems with drugs and crime since then. There is a lot of repeat crime and victimization, including public disorder crimes, drug dealing, burglaries, robberies, and assaults. The Safety Director (your boss) has tasked you to come up with a way to reduce crime and do it in a more cost effective manner. Also, the Safety Director did attend a restorative justice conference some months ago. He wants you to include restorative practices in your plan, which will be presented to the city council.
