You are working a summer internship in another country with Engineers Without Borders (EWB) and the project leader wants to go ahead with installing about 100 bio-gas toilets. However, after you speak with some people who live in the city and surrounding villages who are supposed to benefit from these toilets you discover that they don't seem to really want them. They are concerned that if the toilets break no one will fix them and they are also nervous about methane explosions which they have heard about. Many villagers also mentioned that they would prefer to get a windmill than toilets anyway; they don't see the need for toilets, but they do need more access to electricity. EWB was given $100,000 to do the "toilet" job and this installation will cost $20,000 each year for the next 5 years. A possible "windmill" job would cost $16,000 per year for the next 7 years, however, the $100,000 funding is for toilets not windmills.
