You are your employer's HSE Advisor to an incident involving derailment of several rail cars transporting propane. Some cars are also transporting chlorine gas and a few other are transporting diesel fuel. The derailment occurred on the outskirts of the township near a stream that feeds into the Kalamazoo River. There is also a small fire on one of the rail cars that is impinging on one of the propane cars.
