You have a 55 lot subdivision-the raw land cost $1,700,000 and you spend another $400,000 bringing roads, sewer, city water, electricity to it (site costs).

This will be an working class neighborhood for the anticipated influx of people coming to the area as a result of a new Amazon distribution center (low cost).  Houses will be low cost based on the template figures on the right side. 1,000 SF garage/shop space under 2,200 SF of finished space.

The builder's mark up is 3%, he is just trying to keep his crew employed (developer and builder are different parties in this case which is not uncommon). 

Developer has own brokerage services and so selling costs are in-house and only cost 2%.
