You have received your first submittal from the contractor (the 35% concept design). During the review process, you discover that there are many errors in the mechanical portion of the design (more than would ordinarily be expected). You call the A-E firm and want to know "why?" because the mechanical subcontractor that was proposed for this job was such a good firm with such a good reputation and one of the reasons this firm was ranked as number one above the number two firm.
