You live in a medium-sized town in a region of the United States often referred to as the "rust belt." It's called the rust belt because the region used to have lots of manufacturing jobs, but now most of those factories have shut down. The loss of manufacturing jobs has led to high unemployment, population decline, and budget cuts to local government services, such as education, law enforcement, and health care.

A company has proposed turning an abandoned steel mill in your town into a battery manufacturing facility for electric vehicles. The company leaders claim that it will bring needed jobs and increase tax revenues for the town. On the other hand, some local residents are concerned that the factory will contribute to increased water and air pollution. Furthermore, they point out, most of the jobs will not go to local residents because they require advanced engineering skills--skills that most of the local residents do not possess.
