Would it just be on the financial side, or would representatives need to be sent to these other countries to implement these programs? Would the cost of such programs negate the impacts of population growth enough to be economically feasible? I find this proposition interesting, but wonder if it would make enough of a difference to mitigate the impacts of fertility rates in these developing countries
