The report has been commissioned by a third major business within the same industry, such as Virgin Australia. The commissioning business is seeking a review of communication strategies used by its Australian competitor and the US business. On the basis of this review, the commissioning business wants recommendations with respect to shortfalls in its own communication strategy.

The audience for the presentation of the report is a group of executives of the commissioning business (e.g. Jetstar airlines).
