Zed is a working student in University XYZ, a prestigious private university for brilliant students. In connection with his research, he decided to conduct a survey of the students regarding the relationship of their academic success and confidence. To do this, he decided to request a list of the students from the school for him to conduct an unbiased research method. More than a month has lapsed, yet the Office and the University Registrar did not act upon his request. It neither approved nor denied his request.
