In certain countries, smuggling is fairly legitimate: customs officers are not very concerned with arresting smugglers, consumers buy smuggled products knowingly, and smugglers are known by everyone for what they do. Why and under which circumstances is this so? What are the consequences of smuggling being accepted as a legitimate activity?
