The proposal is about the methods to be used for evaluating the performance of, and rewarding of, professors. The prin¬ cipal provision of the proposal is to change the measures for evaluating perfor¬ mance of professors to emphasize achievements in research and professional service and to deemphasize teaching achievements. Another important provision is to more tightly link merit pay raises and promotion to the performance measurements.
