The city of Cincinnati, for reasons of the safety and appearance of its streets and sidewalks, would not allow new racks on public property that distributed "commercial handbills" (free newspapers and advertising papers). Regular newspapers were allowed to have racks. The publishers of the free circulars sued the city for violating their First Amendment rights. Did they win? [Cincinnati v.
