The FBI investigated the dealings of Owl Securities and Investments (OSI), a Kansas City company that was raising funds for a large land development project in Costa Rica. The investigation focused on King, one of OSI's largest investors.
The FBI obtained the cooperation of OSI executives, including Kingsley, OSI's president, who tape recorded conversations. King was convicted of planning to bribe senior Costa Rican officials to obtain the rights to the land to be developed. He was fined $60,000 and sentenced to 30 months in prison. He appealed.
