Under the U.S. Community Health Centers Act, the secretary of the Department of Health, Education, and Welfare was empowered to award monetary grants to health centers that complied with federal regulations. Temple University received funds under the act and was therefore required to meet the federal regulations. In addition, the Pennsylvania Department of Public Welfare and the County Mental Health and Retardation Board were charged with the responsibility of administering county health programs. In 1970, the Temple University Mental Health Center was required to cut back services and impose strict security measures because of campus riots.
