How might the failure of Latinos and Blacks to obtain withheld adjudication or similar benefits in other states exacerbate employers' existing preferences for Whites? How might questionable arrests and convictions, coupled with lower likelihoods of obtaining withheld adjudication, have on the employment levels and earnings of Latinos and Blacks?
