Fire alarm inspectors for the city of New York visited the home office once per week. On the other days of the week, they commuted directly to the sites where they conducted their first inspections of the day. The inspectors, most of who commuted by bus or train, were required to carry bulky briefcases weighing fifteen to twenty pounds and containing the inspection files needed for the week. Inspectors reported that the bulky briefcases added time to their commutes, sometimes caused them to miss trains, and required them to return directly home after work rather than attend social events. They argued that the carrying of the files rendered their commutes compensable time. What should the court decide? Why?
