educational factors amongst others contribute towards the realization of equal opportunities in exploring the benefits of the digital world There have been initiatives and programs by the US and the Canadian government to overlook the issues concerning cyber ethics and technological matters in the respective countries Most of the elements of the divide have been bridged by the embrace of initiatives programs and approaches Voelker 2001 Recent research shows that the Canadian Radiotelevision and Telecommunications Commission CRTC has issued a rule that this broadband is considered as one of the basic telecommunication services to all the Canadian citizens This decision has been said to provide the Canadians numerous advantages such as access to high speeds telecommunication maintain their computers for a long time Public access and computing centers will be provided so as to ensure that all the residents have access to the internet connectivity Voelker 2001 In 2002 the Canadian government advocated for the setting of National Summit on innovation and learning that could yield relevant recommendations including the development of panCanadian literacy and essential skills development system There was to be the critical integration of the innovation related skills in the core curricula A greater portion of these recommendations aimed at boosting skills associated with the digital world Voelker 2001 In 2010 it is evident that the government facilitated the Digital Economy Strategy Consultation process that allowed the progression of the digital literacy skills However in 2011 Von Hamel reported that the Canadian governments efforts remained solely on the aspects of boosting issues associated with telecommunication infrastructure and security The digital
