The design of performance measures should be guided by

• assessing progress toward organizational mission, goals, and objectives.

• allowing the people being evaluated to partici¬ pate in the development of the measures.

• hiring people who have the appropriate skills and talents (or training people to have such) and providing them with the necessary equipment, information, and authority to be successful.

• providing feedback to people in a timely and useful manner.

• establishing a set of multiple measures that will provide a variety of information about performance. LO.1
