Developing a program budget The Glendale Hospital has always used a line budget for its operations. Recently the board of directors of the hospital has suggested that a program budget might be a better way of planning and controlling the hospital's activities. The hospital controller has decided to prepare a line budget for the current budget year. The budget is presented at the top of the following page, followed by the estimated percentage of each line budget cost that pertains to the six hospital programs defined by the board of directors.
