Barclays, Rolls-Royce, Dyson and Tesco engage in offshore outsourcing when they buy finished goods, components or services from firms in other countries. Buying goods and components has been going on for centuries, but buying services, such as customer support call centre services, is new and is made possible by the development of low-cost telephone and Internet services.

Should this type of offshore outsourcing be discouraged and penalised with taxes and regulations?
