Why do transport projects get justified/not justified using predominantly revenue from ticket collections or tolls? Surely, greater utilization of a public transport system and having less reliance on roads would make more sense.
There are a number of road projects, being undertaken at the present time, that are high cost projects. In part, the projects rely on revenue streams from tolls to provide funding. Should the appraisals include comparing an equal investment in public transport?
