Until recently, Seth worked for the Seaside Cruise Ship Line Corporation (Seaside) as an engineer. Seaside is a U.S. company based in Florida. For the past two years, Seth has been assigned to one of Seaside’s must luxurious cruise ships: The Kilimanjaro. During a cruise across the Atlantic Ocean, Seth noticed an unusual pipe protruding from the port side of The Kilimanjaro. When Seth inquired about the nature and purpose of the pipe, Marion, one of Kilimanjaro’s senior engineers, told him that it was a “magic” pipe used to discharge special liquids. Seth thought this answer was ridiculous, so he conducted his own investigation. Seth discovered that the so-called magic pipe was used to discharge contaminated waste from the ship. Knowing that this type of discharge was illegal under U.S. environmental laws, Seth contacted the U.S. Coast Guard and reported the illegal dumping. As The Kilimanjaro docked in Florida at the end of the Atlantic cruise, U.S. environmental inspectors for the Environmental Protection Agency (EPA) entered the ship with a warrant and conducted a complete examination of the magic pipe and the fluid it was discharging. After the inspection, EPA law enforcement officers concluded that the ship’s captain and members of his staff, including Marion, were violating U.S environmental laws.
