Removing trade barriers on milk and beef will raise the price at which U.S. farmers can sell each item and exports will increase.

U.S. farmers will gain and U.S. consumers will lose. Removing U.S. tariffs on steel and other manufactures will lower their prices in the United States and increase U.S. imports. With the lower prices, U.S. consumer surplus increases—consumers gain. U.S. producer surplus decreases—producers lose. For both exports and imports, total surplus increases.
