Should “outside” interests, like national environmental groups, be stakeholders in local, place-based collaborations about natural resources? How about a corporation, headquartered elsewhere, such as a timber or oil company? Can it use its local representatives to serve as its stakeholders? What about philanthropy organizations, such as the Rockefeller Foundation?
