surveillance programs has fueled a lot of public discussion about what is considered public and private information.

Snowden handed over the documents to The Guardian, a British newspaper, which then published some of the information. This situation has also fueled a discussion about what is protected speech in times of domestic and international crisis. What sorts of information should be protected? When, if at all, does the state have the right to be listening?
