Armstrong worked for a United Nations specialized agency in Geneva for seven years. As part of his job, he tracked the civil rights activities of the agency’s member states. One state did not appreciate his listing of certain civil rights abuses that he alleged that country was perpetrating against its nationals. The country refused to pay its dues to the agency unless he was fired. The secretarygeneral of the agency then fired him. Armstrong appealed this decision to the ILO’s Administrative Tribunal, which has jurisdiction over these kinds of disputes.
