Funding often depends on the performance achievement established by funding bodies to enlarge access and efficiency, and increase the quality of the educational experience offered. The need to develop and implement a balanced scorecard in accordance with these objectives is a way to meet the government’s performancebased budgeting. The first step in the design process is to develop performance indicators.
