All social policy should be utilitarian-ethical. Members of each group should be given a week or so to research the issues. The debate will occur in a panel, moderated by your professor. Two members of each group will serve as panelists, and any additional group members can serve as researchers. There are a variety of different ways to structure a debate, one of which is the Michigan cross-examination method:

a. The first affirmative panelist presents the affirmative case (6 minutes).

b. The first affirmative panelist is cross-examined by the second negative panelist (4 minutes).

c. Questions from the audience are put to the members of the affirmative team (5 minutes).

d. The first negative panelist presents the negative case (6 minutes).
