Consider the case where the damages from polluting firms take the form of a public good

(or public goods). Is there a case for the EPA to charge the injuring parties for the damage caused by the pollution or other kind of risky activity? And if the EPA were to obtain such damage payments, should the EPA distribute the moneys recovered from such damage settlements to the pollution victims?
