The town of Blakesburg has a customer service hotline that town residents can call and leave phone messages with complaints about town services including such things as garbage pickup, recreation facilities, taxes, bills, etc. As part of a quality improvement process the town manager wants to develop a control chart to monitor resident complaints. During the past year the town had a total of 370 complaints and it wants to use this data to construct a c-chart with 3σ control limits to monitor weekly complaints. Over the past three months the town has recorded the number of weekly complaints it received as follows:

a. Using the data above and pattern tests determine if the process is out of control.
b. Reconstruct the control chart using 2σ control limits and indicate if there is any diff erence from the results in part (a).
