The Sam & Irene Black School of Business at Penn State Erie, The Behrend College, has the facilities and faculty to accommodate an enrollment of 1,500 new students per academic year. Yet, to maintain small class sizes (less than 45), the school’s chancellor, Ralph Ford, placed a ceiling of 1,300 on the enrollment of new students. Despite a healthy demand for business courses in the previous academic year, only 1,000 students took business courses because of their conflicting schedules.
